The INNCYBER NCPC – Núcleo de Colaboração e Partilha em Cibersegurança | Cybersecurity Collaboration and Information Sharing Hub is a strategic forum for the structured sharing of cybersecurity information and the discussion of threats, risks, trends and resilience priorities.
Inspired by the principles of Information Sharing and Analysis Centers (ISACs), as promoted by the European Union Agency for Cybersecurity, the INNCYBER NCPC brings together Law Enforcement Authorities, Armed Forces, Regulators, and leading public and private organizations, particularly those operating in Critical Infrastructures and Essential Services.
STRATEGIC OBJECTIVE
The NCPC is designed to foster trusted collaboration, timely information sharing and enhanced situational awareness, enabling more coordinated and effective approaches to cybersecurity and resilience.
This initiative aims to strengthen the protection of critical infrastructures and essential services across key sectors, while promoting advanced mechanisms of cooperation, trust and information sharing among strategic stakeholders within the cybersecurity ecosystem.
KEY AREAS OF ACTION
The INNCYBER NCPC operates across a set of strategic and operational areas designed to support organizations whose services and operations are essential to society, the economy and national security.
01
Threat Intelligence & Early Warning for Critical Operations
Sharing timely information on emerging threats, attack campaigns, critical vulnerabilities and risk indicators with potential impact on critical infrastructures, essential services and high-dependency operational environments.
02
Technical Indicators & Operational Intelligence
Sharing technical and operational indicators, including Indicators of Compromise (IoCs), tactics, techniques and procedures (TTPs), attack vectors and detection patterns relevant to critical infrastructure operators and essential service providers.
03
Incident Insights & Lessons Learned
Promoting the structured and, where appropriate, anonymized sharing of lessons learned from incidents affecting critical or essential operations, supporting collective learning, preparedness and continuous improvement of response capabilities.
04
Cybersecurity Best Practices & Resilience Guidance
Disseminating cybersecurity best practices, operational guidance and reference frameworks tailored to critical infrastructures, with a focus on governance, risk management, continuity of essential services and operational resilience.
05
Sectoral Risk & Dependency Analysis
Developing insights on sector-specific risks, threat trends and interdependencies across critical sectors, including transport, energy, health, telecommunications, water, financial services, public administration, defence and security.
06
Crisis Preparedness & Coordinated Response
Supporting preparedness for high-impact cyber incidents through crisis scenarios, tabletop exercises, response coordination, continuity planning and cross-sector communication mechanisms.
07
Trusted Stakeholder Coordination
Facilitating trusted communication and cooperation between critical infrastructure operators, essential service providers, public authorities, regulators, Law Enforcement Authorities, Armed Forces, academia and technology partners.
08
Executive Awareness & Strategic Decision Support
Providing executive-level briefings and strategic insights that translate cyber threats and operational risks into business, regulatory, financial, reputational and national resilience impacts.
09
Innovation for Critical Infrastructure Resilience
Connecting operational needs with innovative cybersecurity and resilience solutions, promoting collaboration between critical sector entities, technology providers, research centres, universities and startups.
